Short answer: Yes, but it's not like you can just go Godzilla on the landscape. You find stuff, scrap it for parts, and use those to make other things. Think of it as recycling, apocalypse style.

Honestly, scrapping is where it's at in Fallout 76. Find anything that's not nailed down, break it into bits, and voila, you've got resources. Just remember, you can't exactly go scrapping buildings or the terrain itself. Stick to the debris and items you come across.
