Selling comics but keeping the perks? Yes, you can! Fallout 4 doesn't take back the bonuses once you've earned them. I've sold plenty of comics in my playthroughs and never lost a perk. It's a good way to clean up your inventory and make some extra caps.
Actually, selling comics is a waste. Keep them for the aesthetic of your settlements!
Nope, you can't have your comic cake and eat it too, unfortunately. In Fallout 4, once you pick up a comic and gain its perk, the perk stays with you forever, even if you decide to sell the comic. So, feel free to sell those comics after reading them without worrying about losing their bonuses!
