Nah, you're stuck with them. Once you buy a facility vehicle in GTA 5, you can't sell it. It's like getting a tattoo of your least favorite vegetable; you're gonna have to live with it.

Definitely can't. Tried once thinking I could make a quick buck, but nope. The game treats those like family heirlooms, except they're not as pretty and you actually paid for them.
