Yeah, you totally can sell Pre-War Money in Fallout 76, but don't expect it to make you rich overnight. Vendors in the game aren't too keen on old-world cash, so it's more of a novelty item. You're better off using it as crafting material for Cloth, which you can then use for more useful stuff. So, yes, sell it if you're not into crafting, but the Caps you'll get are kinda meh.
