I've seen accounts for sale online, but selling or buying them is a surefire way to get slapped with a ban. Better to grind and earn your rewards legit. Keeps the game fair and fun for everyone.

Technically, you can, but it's against Valorant's Terms of Service. If you get caught, your account can be permanently banned. It's not worth the risk, tbh. Plus, why miss out on all the fun of climbing ranks and earning those sweet cosmetics yourself?
