Nope, keeping it real, only in GTA Online can you sell vehicles whenever you want. In story mode, it's a bit more limited.

Yup, selling cars in story mode is a thing. I've made a decent chunk of change flipping cars at Los Santos Customs. Just don't roll in with a police car expecting to make bank; they don't take those.
