Nope, you can't sell your games on Steam once you've bought them. Steam games are tied to your account and aren't transferable. So once it's yours, it's yours for good (or at least until you decide to delete your account, which is a whole other ball game).

Actually, you can't resell games on Steam. They're locked to your account once purchased. But hey, at least you'll never lose a game disc again!
