Absolutely, you can totally skip your combat phase in Magic The Gathering. If you're strategizing or just don't have any creatures ready to rumble, just move on to your second main phase. No rule says you must enter combat every turn. Just make sure you clearly announce your phases to avoid any confusion with your opponent!
