Nope, doesn't work like that. 'Suspend' isn't a triggered ability when it's time to play the card; it's a special action that doesn't use the stack. So, 'Stifle' can only target abilities on the stack, meaning you can't use it to stop a card from coming off suspend.

Yeah, you can use 'Stifle' to target the 'suspend' ability when the last time counter is removed and the card tries to hit the field. I've done it before, and man, does it feel good to see the look on your opponent's face!
