Nope, Microsoft has discontinued the 12-month Xbox Live Gold subscriptions. You'll have to settle for the 1-month or 3-month options.

It's true, Microsoft no longer sells 12-month Xbox Live Gold memberships. But hey, shorter subscriptions can still keep you in the game!

In my experience, the 12-month option is no longer available directly from Microsoft. You might find some on third-party sites, but there's no guarantee they'll be reliable.
