Not exactly 'summon', but in Fallout 4, you can recruit companions that follow you around and assist in combat. Just chat them up and if they like what they hear, they'll join your cause! And if you're into the whole settlement thing, you can assign settlers to specific tasks or spots. So, while it's not summoning with a spell or button, you do get to gather a crew to your side.

Nah, it's not like you can snap your fingers and have characters appear like magic. Fallout 4 isn't that kind of RPG. You got companions who can tag along, but you gotta find 'em first. And settlers? You can move 'em around your settlements, but that's about it.
