I've wished the same thing! While you can't permanently disable it, you can reduce the chances by selecting other maps as your preferences.
Unfortunately, you can鈥檛 completely remove the desert map from the map rotation in PUBG Mobile, but you can avoid it by using the 'Map Preference' feature to prioritize other maps. If you don't like Miramar, just cross your fingers and hope the matchmaking gods are kind to you!
Look, no one loves sand in their boots鈥擨 get it. But sorry, you can't just opt out of Miramar.
