nope, sorry. covenant is its own little bubble in Fallout 4 and doesn't get caught up in the Nuka World shenanigans. Nuka World lets you be a raider boss, but Covenant's story is totally separate from that.

Covenant? Nah, you can't take it over in Nuka World. Nuka World's all about that raider life in a totally different part of the map. Covenant's just chillin' in the Commonwealth, minding its own business.

Actually, Covenant remains untouched by the events of Nuka World. They're two completely separate areas with their own distinct narratives. So, no, you can't take over Covenant through Nuka World content.
