Actually, you kinda can, but only if the artifact says so. Some artifacts have abilities that let them tap at almost any time, like instants. Otherwise, it's a no-go during your opponent's turn or in response to spells without the right setup.

Nope, you can't just tap artifacts whenever you feel like it in MTG. Artifacts (like all permanents) follow the game's rules for tapping. If an artifact has an ability that requires it to be tapped, you can only do so at a time you could legally activate a non-mana ability. That typically means on your turn, during your main phase, when the stack is empty. But remember, some artifacts have abilities that specifically say they can be activated whenever you could cast an instant鈥攖hose are the exception to the rule!
