Short answer: No. Once a card is exiled, it's considered outside the game. You can't target them with spells or abilities that use the word 'target.' There are exceptions where certain cards can bring back exiled cards, but these are few and far between.

Nope, you can't target exiled cards in MTG. Exile is like a 'time-out' zone. Cards there are out of play and generally can't be interacted with. There are some cards with abilities that let you bring back exiled cards, but these don't target in the traditional sense since they specify conditions or characteristics rather than targeting directly.
