Absolutely! When a card is suspended, it's in exile with suspend counters on it. You can't directly target it with most spells or abilities because it's not on the battlefield. However, there are cards and abilities that specifically mention interacting with cards in exile, which could potentially target suspended cards indirectly. So, in general, no, but with a few special exceptions, yes.

Short answer: Nope, you can't. Since they're chilling in exile, suspended cards are outta reach for your typical spells and abilities that target stuff on the battlefield. Gotta wait for them to come back to the party.

Well, from my experience playing MTG, trying to target suspended cards is like trying to hit a ghost with a baseball鈥攊t's just not gonna work. Suspended cards are in exile, so they're safe from most of your targeting shenanigans.
