Rockstar Games disabled the character transfer feature from consoles to PC a while back, so you're stuck with separate accounts.

Sadly, no, you can't transfer a GTA PSN account to PC. You'll need to start fresh!

Tried this myself, and yeah, you can't transfer your progress or account from PSN to PC anymore. Bummer, I know!
