Nope, you can't directly transfer a PlayStation Plus account from one account to another. But you can share it on the same console with different users!

You can't transfer PS Plus accounts. It stays locked to the original account.

I've tried moving my PS Plus account to a new account, and let me tell you, Sony won't let you do it. Just share it on the same console.
