Nope, you can't transfer settlement builds in Fallout 4 between different save games or to another player. Each masterpiece you build is kinda like a snowflake, unique to your own save file. But hey, that just makes each of your settlements that much more special.

Short answer? No. Each settlement is like your own little post-apocalyptic kingdom. Can't just pack it up and move it to another save.
