Yes, you can transfer your GTA 5 Online character, but only from older consoles (PS3 or Xbox 360) to their newer versions (PS4, Xbox One) and then up to PC. Keep in mind, this was a one-time deal Rockstar offered, and the feature was officially retired in March 2017. So if you haven't done it by then, you're out of luck now. Essentially, if your character was created on PS3 or Xbox 360, you had a window to bring them over to the next generation, but that ship has sailed.
Actually, ROCKSTAR stopped the character transfer feature a while back. If you're moving platforms or starting fresh on a new device, you'll be creating a new character. So, embrace the grind and enjoy the chaos all over again, folks!
