Absolutely not, and honestly, it wouldn't fit the story. You're the Sole Survivor, not the Sole Ghoul-vivor. Mods are your friend for anything close to that experience.
Nah, you can't turn into a ghoul in Fallout 4. As cool as that sounds, Bethesda didn't include an option for players to become a ghoul. You can dress up in some ghoul-like outfits and use mods if you're playing on PC for a ghoul-ish experience, though!
