You sure can! Just head to the settings menu, find Account Privacy settings, and switch 'Allow Cross Platform Play' to off. Done and dusted!

Yup, on consoles you can! Go to settings -> Account Privacy -> Gameplay Privacy and toggle 'Allow Cross Platform Play' to 'No'. Enjoy those local lobbies!
