Yes, you can unblock someone on PSN. Just head over to the Settings, then Account Management, and finally Privacy Settings. You'll find the Blocked Players list there and can remove anyone from it.

Totally doable! Just navigate to Settings, Account Management, Privacy Settings, and then check your Blocked Players list to unblock them.
