Unless you have the DS version, Luigi's just a ghost! In the original N64 version, you can't unlock him.

Luigi's Mansion didn't start here. Super Mario 64 on N64 has no Luigi, but the DS version? Green Mario's all yours!

I've been playing SM64 since '96, and trust me, Luigi's not in the N64 version. Only in the DS remake!
