I mean, technically you could if you were a wizard with microsoldering and didn't care about potentially bricking your device. But for us mere mortals, no, the CPU isn't upgradable.

Absolutely not, and why would you want to? The Steam Deck is perfectly balanced as is, with its hardware and software tuned to deliver a solid gaming experience on the go. Messing with the CPU could throw all that off balance.
