Oh yeah, absolutely! The Sparrow in GTA 5 can be upgraded, but you gotta own the Kosatka submarine first as your base. Once you have that, you can add missiles and a paint job to the Sparrow, making it not just faster but also way cooler looking. Plus, being able to spawn it almost anywhere near water is pretty sweet for getting around.
