Yes, you totally can use activated abilities on your opponent's turn in Magic The Gathering! But remember, the ability has to either have no timing restrictions mentioned or specifically say it can be used whenever you could cast an instant. Some abilities are sneaky and strategic like that, letting you spice things up during your opponent's turn.
