Nah, Cascade doesn't work like that. When you Cascade, you're basically playing a bit of MTG lottery, revealing cards from the top of your library until you hit a nonland card that costs less, then you can cast it for free. It's all about the luck of the draw, not picking the exact card you want like a tutor.
