Sure can! I use Japanese and Russian MTG cards in my decks. Just make sure you or your play group are cool with it, cause it might slow down play if you're constantly translating.

Yeah, you can. But keep in mind, in official tournaments, you might be asked to provide a translation if the card's not in the tournament's main language. It's all about keeping the game fair and fun for everyone.
