Absolutely, you can use Japanese MTG cards in tournaments, as long as they're from a legal set for that tournament and you know what the card does. It's pretty common to see players with foreign language cards in their decks, Japanese included. 100% yes. I've played in several tournaments with Japanese cards in my deck. No one bats an eye as long as the cards are legal for play in that format. Just make sure you're clear on the rules and what each card does because you'll need to explain it if asked.
