Yes and it's awesome! I used my old Birds of Paradise from '97 in a Standard tourney because it got reprinted. The looks I got were priceless.
Only if the card is currently legal in Standard. The age of the card doesn't matter; what matters is if it's been reprinted in a set that's part of the Standard rotation. So, dig through your collection, you might find gems ready for Standard action!
Nope, keep the old stuff in the binder. Standard is for the new shiny cards only.
