Nope, you can't use Regulators as a secondary weapon in Warframe. They're exclusive to Mesa's kit.

Regulators are part of Mesa’s kit, so unfortunately, you can’t equip them as a secondary weapon. Keep grinding for other awesome secondaries, Tenno!

I’ve been playing for years, and I can confirm that Regulators are locked to Mesa. You'll have to rely on other secondaries.
