Absolutely, you can! With the Strong Back perk at level 4, not only can you walk normally while overencumbered, but you can also fast travel. No more slow crawling back to your settlement with all that sweet loot!

Yeah, you def can walk normal with Strong Back lvl 4. Speaking from experience here - it's a game-changer. You can haul all your junk around without breaking a sweat.
