Actually, winning purely because of a mulligan in Pokemon TCG isn't a thing. A mulligan just helps you not to start with a huge disadvantage if your initial hand has no Basic Pokemon. Think of it as a second chance to not trip at the starting line, not a free ticket to the finish line.
