Nope, you can't wish cards from exile. 'Wishing' refers to bringing cards into the game from outside the game, like your sideboard in tournaments. Exiled cards are still considered to be in the same game, just in a different zone, so they're out of reach for wishes.

Wishing for exiled cards? That's a hard no. Exile is like Magic's version of the shadow realm, and wishes don't reach that far.
