Absolutely yes! I've been playing Fallout Shelter since it dropped, and let me tell ya, outfits are a game changer. I got a Dweller with a Strength stat of 17 thanks to some insane gear. It makes a HUGE difference in the wasteland and in production rooms.
Yep, your SPECIAL stats in Fallout Shelter can actually go over 10! How, you ask? Equip your Dwellers with outfits that boost those stats. So, if you've already maxed a Dweller's stat at 10, slap on an outfit that gives a boost to that stat, and voila! You've got Dwellers breaking the scale!
