Quick tip! If you're tired of searching, try setting up a few small 'prisoner rooms' in different parts of the underground. Make them with basic furniture and lighting. Sometimes, when you're off adventuring elsewhere, the Goblin Tinkerer will just move into one of these rooms because they count as valid NPC houses. Worked for me!

Finding the Goblin Tinkerer can be a bit of hide and seek, but don't worry! First, make sure you've defeated the Goblin Army invasion in your world. He won't show up until you do. After that, he randomly spawns in the underground layers. Light up as much of the underground as you can and keep roaming; he's bound to appear tied up, ready to be freed. Also, a Hunter Potion can help since it highlights NPCs.
