Try restarting your router and PS4. Sometimes a simple reboot can fix the issue.

Give it some time. Sometimes PSN is just down for maintenance or has temporary issues.

Adjust your DNS settings. Go to Network > Set Up Internet Connection > Custom and choose Google's DNS (8.8.8.8 and 8.8.4.4).
