Another quick fix: run the game as an administrator. Right-click on the MTG Arena icon and select 'Run as administrator'. It's surprising how often giving the game a little extra permission solves the issue.

Honestly, just reinstall the game. I had the same problem, and nothing worked until I deleted everything and started fresh. Bit of a pain, but it got me back in the game.
