100%! Just look at the over-the-top battles, the power-ups, and the mentor-student relationships. Naruto definitely took some cues from DBZ.

As a long-time fan of both series, I can tell you that many elements of Naruto, like the epic fight scenes and the journey theme, reflect DBZ's influence. Kishimoto has acknowledged Akira Toriyama as a major inspiration.
