Nope, the Xbox 360 servers are still up and running! You can still play games online, although some specific game servers may have been shut down by their developers.

Microsoft hasn't shut down all Xbox 360 servers yet. But, be aware that some individual game servers might be offline. So, it's kinda hit or miss depending on the game.
