Just relog! Sometimes the game gets a bit wonky and doesn't show your items right away. Relogging has solved 90% of my 'missing' items issues in Fallout 76.

Honestly, the Vault Boy Mascot Head is overrated. There are way better headgear options in the game that you'll stumble upon. Keep exploring!
