Nope, Oda never said One Piece is filler. Filler episodes in anime are usually added to extend the series and give the manga time to progress, but they're not directly from the manga or Oda's storyline. So, while there are filler episodes in the One Piece anime, they're not 'One Piece' as Oda wrote it.

Absolutely not! Filler equals non-canon stuff that didn't happen in the manga. Oda's involved with the main storyline, not the filler episodes.
