Nope, Shinra Kusakabe didn't make Soul Eater. Soul Eater was created by Atsushi Ōkubo, who also created Fire Force, where Shinra is the main character!

As a long-time fan of both series, I can confirm that Shinra had nothing to do with creating Soul Eater, but Ōkubo did create both!
