Absolutely, regeneration doesn't touch counters. Think of regenerate as putting a shield around your creature just before it gets destroyed. The creature survives, but anything it was carrying, like counters, stays put.

Counters? They stick like glue. Regeneration's cool for dodging death, but it won't scrub those counters off.

Yep, counters stick around through regeneration! When a creature regenerates, it's essentially being tapped and all damage removed from it, so it 'shakes off' being destroyed. But any counters on it, whether they're +1/+1 counters or some kind of debuff, will still be there post-regeneration. So, if you were hoping that regeneration would wipe the slate clean, I'm afraid it's more of a 'patch-up' than a 'full reset.'
