Actually, it’s a mix. Some areas have fixed-level enemies which won’t change no matter when you visit. But other places will adjust the enemies' levels based on your own to a certain extent. Just don't expect a super tailored experience; if you're level 50, not everything outside the starting area is gonna be a cakewalk.

Nope, enemies in Fallout 4 don't scale the same way as in some other RPGs. Instead, different areas of the map have enemies with predetermined levels. As you venture further from the starting area, you'll generally encounter tougher foes. So, if you're finding the going tough, maybe don't stray too far from Sanctuary Hills too early.
Enemies scaling? In my Fallout 4 experience, more like my panic scaling when I accidentally walked into a Deathclaw at level 5. So, not really, but your mileage may vary depending on where you wander.
