In MTG, you gotta declare your target when you cast the spell, not after it resolves. So, choose wisely before your spell starts doing its magic!

Before, always. You name your target as you're casting the spell. No take-backsies once the spell is on its way!

After? Nope. Magic rules say you have to choose what or who you're aiming at the moment you cast the spell. It's all about transparency and strategy.

Definitely before. MTG isn't about surprises in that way. You pick your target right when you're throwing down the spell, so everyone knows what's about to happen.
