PS Plus isn't required for offline SnapMap features, but you'll need it for multiplayer.

I use Doom SnapMap all the time without PS Plus. Offline mode works perfectly!

Nope, you don't need PlayStation Plus to access and create levels in Doom SnapMap! However, if you want to share your creations or play maps made by the community, you'll need that PS Plus subscription.
