Hot take, but as long as they're for personal use and not super valuable, customs usually won't bother. Just don't bring in a suitcase full of Black Lotuses and you'll be fine.

Nope, usually you don't need to declare MTG cards at customs in the Philippines as they're considered personal items, not commercial goods. Unless you're bringing in a huge amount that looks like you're gonna sell them, you're good to go.
From personal experience, no. Brought back a few decks and some sealed packs last year, sailed right through, no questions asked. Just make sure they're in your carry-on and not stuffed into a giant box.
