MTG cards actually use both in their production! They start with a paper core that gets coated with a layer of varnish for protection and a bit of shine. Then, they add a thin plastic lamination to both sides for extra durability and that signature smooth feel. It's like giving the cards a little armor so they can handle all the shuffling and dealing they go through.

Def lamination. I've been playing MTG since forever and trust me, these cards can take a beating better than just varnished paper could.

Just varnish. Keeps 'em shiny and somewhat protected, but don't go spilling your drink on them.
